Glen Schnarr is the company President with over 35 years of professional planning experience in a wide variety of urban planning and development projects in Southern Ontario. Glen has built a reputation as a well respected professional planner with the ability to effectively design, process and communicate planning and land development issues and present these before regional and municipal Councils and the Ontario Municipal Board. Glen oversees all aspects of the company and offers a wide and unique range of experience to any project.


Glen BrollGlen Broll, MCIP, RPP
Glen Broll is a Partner who has a wide range of experience in his over 20 years as a public and private sector planner. Glen has experience successfully creating and implementing urban and rural land development proposals, including community plans, recreational destinations, site plans, and development plans across Southwestern Ontario. His projects have involved numerous public participation forums. Glen’s wide spectrum of experience has included all planning and development approval processes, including preparation of comprehensive zoning by-laws, Official Plan policies, and giving evidence at the Ontario Municipal Board.


Colin ChungColin Chung, MCIP, RPP
Colin Chung is a Partner with over 20 years of planning experience in the public and private sector. Colin specializes in project management, special studies, processing development applications and dealing with conflict resolution and negotiations. Colin’s experience includes land use feasibility and financial impact analysis, upscale executive housing analysis and policy reports, large landowner group management and representation. Colin is also experienced in providing planning evidence before the Ontario Municipal Board.


Jim Levac, MCIP, RPP
Jim LevacJim Levac is a Partner  with  28 years of planning experience in both the public and private sector. Jim has experience in  co-ordinating a wide range of municipal development approvals within Halton Region, Peel Region, York Region, Brant County, Simcoe County and the City of Toronto.  In more recent years, Jim has specialized in small and large urban infill and redevelopment projects with developers and pension fund clients, multiple automobile dealership approvals for most of the major manufacturers, urban boundary expansions, major high rise proposals and extensive Ontario Municipal Board mediation in Mississauga, Toronto and Vaughan as well as a wide range of minor variance, consent and site plan approvals.  Jim has extensive experience appearing before municipal Councils, standing committees, Committees of Adjustment and providing expert testimony before the Ontario Municipal Board and the Toronto Local Appeal Body for predominantly private sector clients.


Carl BrawleyCarl Brawley, MCIP, RPP
Carl Brawley is a Senior Associate who has over 35 years of public and private sector professional planning experience. Carl’s experience includes research, analysis of development and policy related planning issues, completing development approval processes including Official Plan and Secondary Plan exercises, zoning by-law amendments, subdivisions, site planning, consents, and minor variances. Carl has extensive experience working with municipal and resident interests and providing expert evidence before the Ontario Municipal Board.


Liz HurstLiz Hurst, Chief Operating Officer
Liz Hurst is our Chief Operating Officer and has over 30 years of experience. Liz oversees and manages all aspects of the corporation including administrative, financial and Human Resources. With her several years of experience and expertise in all facets of Office Operations, Liz is able to efficiently manage our company which enables our planners to focus on providing our clients with the high level of professional service which they deserve and have come to expect.


Karen Bennett, MCIP, RPP
Karen BennettKaren Bennett is a Senior Associate and has 20 years of experience in land use, development and municipal planning in the Western GTA.  Her experience includes project management and preparation and processing of development applications, including Official Plan and Zoning By-Law Amendments, Site Plans, Draft Plans of Subdivision, Minor Variances, and Consents.  Karen currently provides strategic planning advice and comprehensive project management on a variety of development projects and her project experience spans over several municipalities.   Karen has established a strong record of guiding complex projects through the entire approval process, from the initial site assessment and application stage through to staff negotiations, approvals and plan registration.  At all stages, Karen skillfully manages countless project details, coordinates full multi-disciplinary consulting teams, resolves issues that inevitably arise and ensures to the greatest extent possible that projects proceed smoothly and rapidly through the approvals process.  Karen also has experience at the Ontario Municipal Board (OMB) as an expert witness. 


Jason AfonsoJason Afonso, MCIP, RPP
Jason Afonso is a Senior Associate with about 10 years of public and private sector planning experience.  Jason conducts research and analysis of municipal and provincial development policies and processes development applications including Official Plan and Zoning By-Law Amendments, Draft Plans of Subdivision, Site Plans, Condominiums, Minor Variances and Consent applications. Jason also provides planning justification and rationale for development proposals.


Jason AfonsoEvan Perlman, MCIP, RPP
Evan Perlman is an Associate with previous experience working in planning consulting in the GTA. He completed his Master of Planning degree at Ryerson University. His experience includes providing planning services to clients in the preparation and processing of development planning applications including Official Plan and Zoning By-law Amendments, Drafts Plan of Subdivisions, Site Plan Approvals and Minor Variances/Consents, as well as the preparation of Planning Justification Reports.


Maurice LuchichMaurice Luchich, MCIP, RPP
Maurice is an Associate with over 20 years of experience in the planning profession in both the public and private sector.  Maurice’s experience includes processing various development applications with extensive public consultation all across Ontario.  He also has held various roles as a project manager facilitating strategic or development projects of various complexities.  He has been accepted as an expert planning witness and has provided planning evidence at the Ontario Municipal Board.


Mark BradleyDavid Capper, MCIP, RPP
David Capper is an Associate with over 12 years of public and private sector planning experience in numerous GTA municipalities as well as a number of rural municipalities outside of the GTA. He has extensive experience in managing planning applications (including Official Plan and Zoning By-Law Amendments, Draft Plans of Subdivision, Site Plans, Draft Plans of Condominium, minor variance and consent applications) and processing them through municipal approvals.  David has been qualified as a professional land use planner with the Ontario Municipal Board (OMB) and he has provided expert testimony at OMB hearings.  David is highly respected in the development industry and amongst his peers in the profession.  His delivery
of desired development objectives have been exemplified by many accolades by our clients.


Mark BradleyBruce McCall-Richmond, MCIP, RPP
Bruce is a Planner with approximately 7 years of public and private sector planning experience. Bruce’s experience includes providing professional planning and project management services to clients in the Greater Toronto Area and southern Ontario. He has experience preparing and managing Official Plan Amendment and Zoning By-law Amendment applications, Plans of Subdivision, Site Plan Approval, Consent and Minor Variance applications and the preparation of supporting documentation including Planning Justification Reports, Highest and Best Use Analyses and Development Options Reports. Bruce also has experience in project management and the redevelopment of social housing stemming from his time working on revitalization initiatives with the Toronto Community Housing Corporation. Bruce is a Full Member with the Ontario Professional Planner’s Institute.


Sarah ClarkSarah Clark
Sarah Clark is a Planner with a Bachelor’s Degree in Urban and Regional Planning from Ryerson University. Sarah conducts research and ongoing analysis of local, regional and provincial planning initiatives as well as preparation of due diligence reports, land use analysis and development feasibility. Sarah has experience with the preparation and submission of planning applications including Official Plan Amendment, Zoning By-law Amendment, Plan of Subdivision, Plan of Condominium and Minor Variance and Consent applications, along with detailed Planning Justification Reports.


JenniferJennifer Spalton
Jennifer is a Planner with a Master’s Degree in Environmental Studies (Planning Diploma) from York University. Jennifer conducts due diligence and research assignments, prepares Planning Justification Reports and is involved with the preparation of various development applications including Minor Variance Applications, Site Plan Applications, Official Plan Amendments and Zoning By-law Amendments. Jennifer has experience with public engagement/presentations and presenting at Committee of Adjustment.


Arleigh HackArleigh Hack
Arleigh Hack is a Planner with a Master’s Degree in Urban Development from Ryerson University and has a background in academic research, non-profit work and consulting. Arleigh works on a range of commercial, industrial, residential and mixed use projects and has experience in the preparation and processing of planning applications including Official Plan Amendments, Zoning By-law Amendments, Plan of Subdivision, Plan of Condominium, Site Plan Approval and Minor Variances. In addition, Arleigh conducts planning policy research and prepares various reports and studies including planning justification reports, development feasibility, public consultation strategies and presentations, community amenities studies, among others.


Vanessa DevelterVanessa Develter
Vanessa Develter is a Planner with a Joint Masters Degree in Spatial Planning from Radboud University and Cardiff University and holds a Bachelor’s Degree in Urban and Regional Planning from Ryerson University. Vanessa conducts due diligence, research and prepares Planning Justification and Urban Design Reports. Vanessa also assists with the preparation and coordination of development applications such as Minor Variance and Consent Applications, Site Plan Applications, Zoning By-law Amendment Applications and Draft Plans of Subdivision. Vanessa assists in the economic and expedient administration and implementation of day-to-day matters and provides planning and coordination support.


PatrickPatrick Pearson
Prior to joining the firm, Patrick worked for both a private developer and as a summer student at the Township of Tay’s planning and development department. His experience includes research and assistance in preparation and processing of planning applications, including Official Plan and Zoning By-law Amendments, Site Plan Approvals and Minor Variances/Consents, as well as the preparation of Planning and Urban Design reports.


Nick PerrinMike Perrin, CPT, Associate
Mike Perrin is a Senior CAD Designer and graduate from Mohawk College with a diploma in Urban and Regional Planning. Mike has over 10 years of experience in the planning, design and preparation of draft plans of subdivision, condominiums, site plans, marketing drawings and various other technical and presentational materials. Mike is the design coordinator and will be responsible for the preparation of required plans.


Nick CoricNick Coric, BA, Senior CAD Designer
Nick Coric is a Senior CAD Technician, Planning Technician and graduate from McMaster University with a B.A. in Geography and from Mohawk College with a diploma in Urban Planning & GIS. Nick has received two Planning Graphic Awards and was named to the Dean’s Honour List at Mohawk College. Nick is involved in the AutoCad implementation of development projects as well as the preparation of Draft Plans of Subdivision, Development Concept Plans, Site Plans, and various graphic presentation materials.

Laura is our Executive Assistant and provides not only a friendly face and voice that greets our clients every day but is also responsible for administrative support.  In addition to providing the President and Partners with administrative executive assistance, Laura also provides support to the Chief Operating Officer to ensure our fast-paced, professional office continues to provide a high level of quality service to our valued clients.
